    free smoking only at bar...
    The local government of Baguio City has come up with an ordinance to ban smoking in public places and includes pedestrian overpass and public transportation. There is nothing that says the ban includes the streets of the city. However, if you walk along the city's main streets there ar people or friends that would tell you the no smoking ban covers the streets! Not even a sign that says smoking is prohibited on the streets.
    Taken for granted that the ordinance covers the streets and a smoker is apprehended, it would be like apprehending a driver who does not see any sign of what he violated! The penalty for violation of the non-smoking ordinance is said to be ten thousand pesos!
    It is said that the implementation of the no smoking ordinance was since July of 2010. Other news items say it was approved by the council November or December 2010. Since those months, there were no reports of violators apprehended when in fact there are so many who still smoke on the streets. It looks like the Baguio City no smoking ordinance has not defined clearly the public places it states.
    If ever anyone is apprehended because of smoking on the street, be also a case of "ignorance of the law excuses no one"? The news items about the ordinance also does not state if first time violators will just be warned. Governments should pass laws that are clearly defined and easily understood by the people and should not be interpreted in many ways.

    i guess u've figured by now that smoking shisha in baguio or any part of the country is prohibited. =)
