Does your train arrive after 22:20, when the last train to Arles leaves? You can find train times & info in French (easy to understand) here: voyages-sncf.com/billet-trai... If your train does arrive earlier you'll find regional trains from Avignon Centre >Arles on the site.

The TGV station is outside the city centre at Avignon. A taxi from Avignon TGV station to Arles may take about 45 - 55 minutes as distance is about 40kms or 25 miles. I would think that a taxi would be your best (i.e. fastest) way to travel if you cannot get an earlier train. Not sure how much this will cost but perhaps around €50 ? The Navette Bus connects the TGV station with downtown: tcra.fr/tcra/uploads/File/Ho... Not sure if there are any buses running late between Avignon and Arles.

The 'last train' from Avignon TGV to Arles at 22.20 is in fact a bus. It shows up as such on both the regional train timetable and the bus timetable and is a designated connection with assorted trains coming into Avignon TGV from the north including the 2156 arrival from Paris. lepilote.com/Img/_info/ler/L... is the bus timetable. ter-sncf.com/Images/Paca/Tri... is the current train timetable, which includes those same buses. After that 2220 there is nothing until the next day.
