    Hi
Have you tried booking.com or trip advisor.com? (:

Try Alisa Hotel at North Ridge or -somewhat lower in class- the Niagara Hotel . The latter is about as close you can get to the markets and right next to Kwame Kruma circle.
Be warned, traffic is worse than Bangkok in the '90s !The Novotel is a bit run down and no real value for money. I disadvise use of booking portals , you should rather google for the a.m. and mail them directly. Any price they give you should be negotiable.

I am quite partial to this property. It is right on the Gulf of Guinea, close to the soccer/futbol statium. It is the Afia African Village, and yes it is quite safe, and it is walking distance to many sights to see.

I stayed in 4 hotels in my trips through Accra. The best was the Ramada:

Its out of town, but about $6-7 taxi. Staying near the markets means noise and turmoil. With you budget you can come and go by taxi and leave when the chaos becomes a bit much.

    All the best,
